Jay Slater, from Oswaldtwistle in Lancashire, travelled to the Canary Island for a music festival with pal Lucy. But he vanished in the early hours of Sunday morning after leaving a nightclub in Tenerife.
His friend says British authorities need to step in after becoming frustrated with the Spanish. Jay's mum Debbie flew out to Tenerife from Manchester Airport on Monday to help with the search.
She has begged people to keep looking for her son, saying: "We just want him home." Jay's worried family and friends have been posting appeals on social media, urging anyone with information to come forward.
In a Facebook post, Jay's sister said: "We are all absolutely devastated. We just want Jay home safe and well." Jay's disappearance has been met with shock and concern in his hometown.
Local councillor Peter Britcliffe said: "This is a very worrying time for Jay's family and friends. Our thoughts are with them at this difficult time."
The Foreign Office has said it is providing support to Jay's family. A spokesman said: "We are aware of the case of Jay Slater who has been reported missing in Tenerife.
"We are providing consular assistance to his family at this difficult time."
The search for Jay is ongoing, but police have said there is no evidence of foul play.
